The updates can be disabled with the following key:

      [HKEY_CURRENT_USER\Software\Quest Software\Quest SQL Optimizer for Oracle\8.7.1\Preferences\Common]
"Perform Check for Updates at startup"="F"

You'll need to populate the keys for all users, using activesetup.

As for the welcome screen, you might have to use your favourite lightweight snapshot tool to create a snapshot of disabling/dismissing the screen to see what changes. Once you've tested the setting, incorporate that into your package.
