Deploying iTunes 8.1.1

I'm working on deploying iTunes 8.1.1
I've used 7zip to extract the MSI's. I've created my transform and distributed it to a test machine. I then created this registry key for the Parental Control options:

This works just fine, but I have an issue concerning the iTunesPrefs.xml. I know there are 2 of them, and they need to reside in certain areas of the Current User profile, otherwise it'll ask you the EULA, and all the other preliminary questions.
Is there a way where I can change the install so it looks for these iTunesPrefs.xml files elsewhere? That way I can distribute the file to some location and have itunes configured to look for them there. That way every user would have the same experience, settings, etc. Is there a location within the MSI that has this path configured?
Under the iTunes MSI I see that 'CustomAction' has an action of 'setUserProfileNT.' Is this where I can change the location?
Apple makes this such a pain!
