Is there anyway to limit the ability to Delete Tickets to users with the Admin Role only? I have Owners (technicians) who have found it easy to Delete a ticket because they don't pay attention or on purpose.

The ability to delete tickets is a queue specific feature for owners. In other words, what you would like is not possible. However, you can disallow ticket deletion throughout the queue, and then you can still use custom ticket rules to delete them (or temporarily allow deletion when needed and then disable).
