Changes to the system belong in the ExecuteDeferred sequence. There, your script will need to run before InstallFinalize.
Also, condition your CA to run only on install and edit your script to test for that line's existence. The way it is now, if the package gets installed 12 times, you'll get 12 identical lines in the SERVICES file.
