Custom Ticket Rules in Html

We are looking to modernize the email notifications from the simple plain text. The Help Desk Email Notifications are already configured with Html/Markdown but we are using the default Custom Ticket rule for Email new tickets. This is a plain text default notification that techs use. However we have other queues that staff use and would like a clean formatted template.
I cannot find any info on how to pass html or markdown(why?). Any custom email event just looks plain ugly.
