Create bounce back email when client updates a closed ticket

I am trying to set up an email that will go back to the client telling them to open a new ticket because the one they are trying to update is closed. I have this working but it also triggers the Incident Modified email to go to the owner of the ticket and I don't want that. The only email I want to go out is the one to the client. Is there a way to do this?
Any help would be appreciated.
