Convert CrystalReports11_5_NET.msm to CrystalReports11_5_NET.msi

i am trying to convert CrystalReports11_5_NET.msm (Crystal Reports XI Release 2 merge module) to CrystalReports11_5_NET.msi using msm2msi.exe utility. But an error occured during conversion. The error is
"Function Failed During Execution"
"Error Code:1627"
Please let me know what is the reason for this error?
