Change Registry Permissions via Command Line

On one machine of mine I am using the software subinacl and it works perfectly. However when I install the same software on another machine it says that subinacl is not recognized a valid command. I am trying to modify the users group to have Create Link capabilities to the registry key: HKEY_CLASSES_ROOT\Word.Applcation. Has anyone had the same issues with subinacl working on one machine and not another or does anyone have an alternative way of making this change through a command prompt.

Does your package install SubInACL as part of the package? Alternatively, is it included in the Binary table? If neither, then the package will rely on it being present on the target machine.
