cannot initialize analysis counter

Hi, i've just packaged an application and after installing it successfully, and try to launch it with a user account i get "cannot initialize analysis counter-Installation is probably incomplete or corrupt" and i dont know what to do?

Has someone come across this before?

Which application and version?
Sound like either missing permissions, HKCU registry entries or/and UserProfile resources.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
