Why not? Application virtualization is very popular these days. Most applications can be virtualized. This requires some software for virtualization, for example, XenApp, ThinApp or BoxedApp.

In theory yes.

You would need to provide details of which Oracle products and which virtualisation technology you're using to get a more detailed answer.
