Yes, you can install and also manage services with MSI. I would suggest you to read MSI.chm file for more information on this.

The ServiceInstall Table allows for the installation and control of services to a limited degree. Not supported are: SERVICE_KERNEL_DRIVER (a driver service) and SERVICE_FILE_SYSTEM_DRIVER (a file system driver service.)
If you are repackaging hardware installation- the process is problematic at best, the consensus seems to be that the creation of a custom action which performs the hardware installation via an INF file is the way to go.
