Allthough we have policy applied we cannot install unsigned driver

I have a driver installation problem

In the setupapi.log we have the following error.

Copying file "C:\WINDOWS\Driver Cache\i386\UNIDRV.DLL" to "C:\WINDOWS\System32\spool\DRIVERS\W32X86\dymorhino_600040be\UNIDRV.DLL".
#E358 An unsigned or incorrectly signed file "C:\WINDOWS\Driver Cache\i386\UNIDRV.DLL" for driver "Printers" blocked (server install). Error 0x800b0100: No signature was present in the subject.
No signature was present in the subject.

However we have the following policy applied.

Devices: Unsigned driver installation behaviour : Silently succeed

How can we get this error while we have this polocy implimented ?

Have you run GP Modelling Wizard against the machine/user to ensure that the policy will get applied to either? Maybe the account is outside the GP's scope.
