After a Ticket Rule assigns a Category the default owner is not being assigned.

I have a rule that looks at the title of each ticket that is set to our default category of 'Not Assigned' that has a default owner of 'Unassigned' for keywords and assigns a category accordingly.
Example : When ticket title contains Broken and Printer then assign the category as 'Device::Printer'
Once the Category is assigned from the keyword search the default owner is not populating. After the category is assigned and you go into the ticket and force save it, the default owner then populates.
Is this a known issue? Any suggestions on how to correct this?
