ADsSecurity.dll

I would like to use a more versitile tool to set permissions on folders and files than just calling cacls.exe from a custom action. I've used ADsSecurity.dll in a vbscript before but to do that I have to install it with my package. I would like to just use a Call Custom DLL from Installation custom action and pass the parameters to the .DLL without actually installing it. Is this possible and if so how would I go about finding the syntax to build the custom action?

whats wrong with cacls?

do a vbscript and add it as a merge module with a property
