AdminStudio 11.5 - is it a free upgrade from 11?

Does anyone know if this is a free upgrade?

I would ask the vendor, but I dont even have the contact details - lost in the company licence mangement black hole *sigh. Tried looking at the the website, but without a log in, you can only look so far.
