adding a file to the root of C:\

I have created a transform using install tailor but I need to add a file directly to the root of C: I have tried to do this but wise wants to put it in a folder. Any ideas please.

I just set the ROOTDRIVE property to C:\ then put the file at the root of the MSI file structure.
