[align=left]Most of my clients in my environment have Adobe Acrobat update 8.15 (pushed throught SMS) when I tried to install the patch for Adobe Update 8.16. Some of my machines update and others give me error 1636. Has anyone run into this issue and if so how did you fix it.

To my mind, the error tells you exactly what's happening - the failing clients cannot access the source. Are there on a different/slow network maybe? Different group with insufficient access rights? I suggest enabling verbose MSI logging and re-trying. You should get some more clues from the log.
