32bit MS ODBC Driver 11 for SQL Server setup does not want to install on Win7 64bit.

Downloaded x86 msi (and x64) from http://www.microsoft.com/en-us/download/details.aspx?id=36434.  Have installed it a few times back in early January for testing.  Now not able to run the msi manually.  Get error message stating that "Installation of this product failed because it is not supported on this OS..."  As I've said, I have installed the 32bit version it on Win7 64bit back in January successfully on 2 PC's.  Now it won't install on any Win7 PC.  I thought maybe MS Updates since January 10th that were installed caused this issue, but I tried it on a PC that did not have updates since June 2013 and it still gave me the same error message.  Tried downloading msi again, but same results.

you have to use the 32 bit odbc tools not the 64 bit (found in syswow)
