13700k High Idle Temps

Hello, my 13700k is giving high idle temps of about 45 to 50 °C. Idle TDP is 4 watts and 0.720 volts. C-states are working. Cooler is hyper212x. 

I repeatedly reapplied thermal paste and reseated the heatsink with no success. 


Need a solution. Thanks.
