FileMon reports access denied on the following for a non-admin user:
C:\Program Files\%InstallDir%\QuarkXPress.exe
Opening permissions on just the main .exe, though, then yields many "buffer overflow" messages on other files within the installation directory. You may find easier to open perms on the entire QuarkXpress program folder if you deploy to locked down workstations.
