Install with the admininstall.bat off the dragon disk. You will need to pass three directories to this bat file so it looks like this:

admininstall.bat "path to VC Runtime install dir" "path to x64 install dir" "path to x86 install dir"

Once that is complete you should exit the VC msi that was created Visual C++ 9.0 Runtime for Dragon NaturallySpeaking.msi and edit the InstallExecuteSequence Table and change the RebootPending Action to RebootPending "SKIP_PENDINGREBOOT_CHECK = "1" And Not Installed" this will allow the product to bypass the reboot message and install silently.
