Packagers rejoice! Microsoft has recognized the need for an unattended silent installation of the Access Snapshot viewer that actually works. They have released an updated installation in the form of a hotfix that can be obtained from Microsoft Product Support Services (1-800-642-7676).
One of the other posts in the Command Lines section of this KB article states the /Q1 option is not supported but the KB=885883 is a hotfix that WILL allow the snapshot viewer to install silently using the /Q1 switch. While the KB=885883 article says something about being for Access 2002 or French language only, testing in a XP SP2, XP SP3, Vista SP1, and Vista SP2 environment proved the hoftix version works with snapshots made with versions of Access from A97 through A2007.

2) Extract the files from snpvw.exe to a folder using the /C and /T switches.
Ex: snpvw.exe /C /T:"C:\Extracted"
3) Deploy all the extracted files (we used SCCM) and run the setup with the quiet (no exit) switch.
Ex: Setup.exe /Q1
