After running through FileMon about 6 times, I finally granted non-admin users full access to:

C:\Program Files\Macromedia\Fireworks 4
FileMon will report "Access Denied" on write attempts to individual files within this directory, but it appears that Fireworks also needs to be able to create files with the directory as well.

RegMon reports the following need permissions opened for a non-admin user:

HKCR\.png
HKCR\.jsf
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\Fireworks.exe\
