WOL mechanism results in MASSIVE amount of duplicate packets?

I have 16 machines at a remote site. I found that when sending a WOL request to the label for the remote site, it would result in about 800 packets making it to that network. They were all broadcast, and were duplicates of only 14 of the unique MACs.

I tried a smaller label of 3 machines at the same site, and found that all 3 were represented in the WOL packets that made it to the site, but once again there were many many duplicates, and 186 packets in total.

Does anybody have any idea what could be going on here?
