WinInstall LE MSI creation question

I am using wininstall le to create an unattended msi to install a legacy app. When the app is installed normally it is installed to "All Users" start menu's. Whenever I run the msi on a clean machine it only installs the icons to the start menu of the account that ran the msi instead of all users. Any idea why and any ideas on how to get it to install to all users start menu in XP?

Just for clarification, when I took the "after" snapshot with wininstall the program was in all users start menu.

Check out usage of the ALLUSERS property. Search on MSDN for details.
