The message reads: The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or it the Windows Installer is not correctly installed. Contact your support personnel for assistance.

You could try download the MSIEXEC redistributable from the Microsoft website and reinstalling it again.
Microsoft's Technet also has a few articles on how to "repair" the Windows Installer engine if it breaks.
