Why will our workstations not run the msescan.exe and LM.Detection.exe files?

I have been having major issues with running patches on my workstations. KACE support has narrowed it down to that our workstations are not able to run the msescan.exe and LM.Detection.exe files. They are telling me that we are blocking it somehow.  But, I have even done testing on machines that do not have any sort of GPO or anything that would be restricting these patches from deploying.

Do you have any software or hardware like Barracuda firewalls that does application blocking?

We do not have any software on the firewall that is blocking it.  I have also tested having the programs on the "whitelist" on our Anti Virus and it does not make a difference.  So, we did narrow it down to that it is not the Anti Virus or GPO that are blocking those files.

I can run both of the files signed in as local admin.

Is User Account Control enabled? If so, try disabling it.

I already tested turning off User Account Control and that did not make a difference.
