What should be the condition of a custom action if we want to run it during installation and uninstallation as well?

At least you could vary the format of your signatures to these posts. 30 underscores, carriage return, carriage return then whatever name you are today is a bit of a giveaway ... and soooo last year.

If you want to run a custom action during Installation as well as during uninstallation leave the condition filed "blank".
This should help in custom action running at install as well as Uninstall.
