I am trying to understand if there is a way to limit the size of attachments that can be saved on a ticket in the service desk. I thought perhaps the Client Drop File Size Filter could be it but it doesn't appear to be.  Sorry if this is an obvious one, it just isn't obvious to me.  I don't see any settings for that specifically.  I did read that it can be up to 1.5 G in size but we'd like to set it smaller than that.

The KBOX has no restrictions you can set via any GUI settings unfortunaltey. They are allowed to attach up to the 1.5 GB size before the browser times out. You can try to use a custom field to put in text that has information like " Don't attach anything larger then x KB/MB.
