Not easily. You can probably do some nasty things to the OS to prevent it from booting again. Of course, if you were to do that, I'd enable bitlocker first so that someone cannot get data off the drive by plugging it into another computer or using something like a PE disk.
Your only other option would be if the hardware manufacturer had some sort of hooks into the BIOS/firmware to trigger such a protection, but I've never seen it personally.
