have you tried this?:

' update in registry
oShell.RegWrite "HKCU\Control Panel\Desktop\Wallpaper", <your wallpaper here>
' let the system know about the change
oShell.Run "%windir%\System32\RUNDLL32.EXE user32.dll,UpdatePerUserSystemParameters", 1, True
