Best way of packaging a driver installation is to use wrapper. I mean, ur msi calls the actual installation of the driver.

To install drivers via Windows Intaller you can use [url=http://www.microsoft.com/whdc/driver/install/DIFxtls.mspx]DifXApp[/url] (Driver Install Framework for Applications).
