Siebel Outlook Addin Issue

Has anyone ever deployed the Siebel Outlook Add-In using SMS 2003? Looking for best pratices, a vendor consultant gave an Installshield version that only installs manually, when attempting to distribute it fails on execution........................confuding to say the least.
