I am needing to add an announcement/banner across the top of a service desk ticket when it is created.  Like a notice.  Is there a way to do this?  Thanks!

Unfortunately not, the top section of the ticket is not really configurable in that way, you only have limited fields that you can use and basically you can only hide those fields.
