Software Deployment

Just needed a suggestion, on salesforce for outlook package.In office 2007 with SP2(already in the environment), its not installing without security update for SP2, before reboot.
Sequence of install is
 
Security update kb->dotnet 4.0x86_x64 full version->office pia 2007-> visual studio runtime tools for office 2010->salesforceforoutlook .msi
 
only after the reboot of security update, the remaining install takes place.They cannot have a reboot in their portal.Did use  Prcmon/regmon but did not have any benefit
.Tried stopping windows update service and windows installer service and tested ,no use,I need to install the above sequence without rebooting office security update (kb 2584063), any workarounds to suggest?
 
we use altiris and I have to script all of it in Wise script.
