Reinstall Error:This installation is forbidden by system policy

I make some changes in Mindjet Mindmanager msi & when I install it on first time it went fine but when I tried to re install it didn't go through. I checked the logs & it said" This installation is forbidden by system policy. Contact your system Admin".
Any thoughts/suggestion

I also set the property in my package
REINSTALLMODE=emus
REINSTALL=ALL

Sounds like "someone" manage to set the DisableMSI windows installer policy (to prevent MSI installations) between the installation and the re-installation.

But why its install on the first time. I mean if its Disable in policies then it shouldn't be install first time. This happen only when I uninstall & then reinstall it.

The policy was applied after the initial install?

So what will be the solution for this. Is something I need to do in my package or Newtork Admin has to make some configuration in network policy
