packaging Java custom settings?

I know that this has been covered in other post, but I wasnt able to get this to work. I am trying to have a standard deployment.properties. throughout the company. I saw the old post about having a sytem wide deployment using a deployment.config and deployment.properties at C:\WINDOWS\sun\java\deployment. I copied and pasted the same exact syntax that the other post had and it did nothing. As well as putting it on C:\Program Files\Java\jre1.6.0_05\lib, both did not work. My guess is that the syntax on deployment.config is wrong but I tried this: deployment.system.config=file\:C\:/WINDOWS/Sun/Java/Deployment/deployment.properties and that did not work as well as trying to add \\'s. To test if the config worked, I added no updates and to have it locked just like the other post, but under java control panel showed none of this applied.

people have advocated the deployment.properties method, but I tried and found it not to work. Since sun doesn't use windows installer to do anything important, I just put in a couple of custom actions to hide/disable updates, then for good measure delete the files jucheck.exe and jusched.exe from INSTALLDIR\bin
