One or more Labels could not be deleted because they are still associated with other services
Received this error when attempting to delete a software label.

I found this page while googling this error. My problem was that I was attempting to delete a Smart Label via "Label Management" and what I really needed to do was delete it via "Smart Labels" and then again in "Label Management." - brandon.cotter@pcc.edu 9 years ago

You need to find what other items are associated with this label, remove them from the label, then only you are able to delete this label.

Yes, i think we all understand this. The real question is how to tell what "other items" are associated with the label still.

doesn't provide much help, as I do not see an Inventory > Labels tab. (5.4.76847)

If you have a manual label, you have to delete all the associated "things" that go with it.
In my case, it was a patch label. I had to go to Patch Listing and 'view by' the label in question, then I selected all the paches and clicked Choose Action -> Remove Label. After removing the label in question from all associated patches, I can now delete the label.
The same would apply to software labels, except you'll need to go to software and view by that label.
