Need Help Setting "Approval Required Before" to "Open" By Default

I have a queue that I am setting up for users to request new accounts and purchases. I have the approval field hidden to users and it is auto-populated on save by a ticket rule based on a field selection. The problem i am having is that the default option is to require approval before the ticket is closed.

 

How do I specify that ticket require approval before being opened without giving the user an option to select it?

Is there an SQL variable i can add to be ticket rule that will specify approval required before open?
