Check if it works by using this command: msiexec /i "SETUP.msi" /qb-! 

Or create a logfile with the msi logger, so you can see what the problem is.

There would be some condition or property which is preventing the msi from running in Basic UI mode. Hope that helps

I think talonsprem87 is onto something..

Tables to check in MSI normally related to conditions needing to be meet...

(AppSearch, CompLocator, Condition, DrLocator, IniLocator, LaunchCondition, RegLocator, and Signature)

there should be some custom actions which are running in UI sequence but not in Execute sequence just try changing the Execute sequence and install using qn switch. it should work fine....
