Here's what I use. It's a .bat that uninstalls old versions and installs the latest
@echo off
WMIC product where "Name LIKE '%%Adobe Flash Player%%'" call uninstall /nointeractive
msiexec /i install_flash_player_20_active_x.msi /qn
exit
