Add the URL to IE's blocked sites or to your/your client's firewall blacklist.

In WISE there is a tab "Firewall Exceptions" in which we can specify the sities to be allowed ,but i could not figure out how to block .

Only an amateur would use the Windows Firewall for such a thing. Either have your client's network people add it to the proper firewall or set the exception in IE via Group Policy.

Well, your "clarification" makes your requirement less clear.

Do you want the site blocked or the window which asks the 'Yes/No' question? If the former, get the site blocked at the firewall. If the latter, you need to record - using a lightweight snapshot tool like InstallWatch - where the app stores the setting that tells it that it already asked the question. It can only be in the registry or in a file.

it might use registry key..., when you launch it for 1st time, use light weight capture and see if you find any and embed the same inside your package.
