What is your command line that you're using for this one? I had some issues getting it to work at first as well but i finally got it working and haven't had any problems since.
I'm using Setup.exe --mode=Silent --deploymentFile=deployment.xml
Here's the content of the override file (minus serial number)
<?xml version="1.0" encoding="utf-8"?>
<Configuration>
<Payload>
<Data key="Serial" protected="0"></Data>
<Data key="Registration">Suppress</Data>
<Data key="EULA">Suppress</Data>
<Data key="Updates">Suppress</Data>
</Payload>
</Configuration>

Yay! glad it worked! My biggest challenge was getting it to install initially. The next fun was creating the install scripts that would clean up their icons, fix add/remove data and uninstall old versions of the software upon an upgrade.
Adobe should be ashamed of themselves for releasing such a crappy installer. In one release, they took custom installations backward about 6 years. About the only semi-good thing that can be said is at least all the installs are consistent.

Yes your right CS3 such crappy setup wrapper.....
I working on a challenge it is the Adobe CS3 Design Suite.
I have got all the Exit Code, 2,4,6,7 most problem I have with Flash Player Plugin. even if you have the last Flash player,
the Setup trying to upgrade it or something, any way the whole installation fail.
And on Adobe support page you can read.
Disable you AntiVirus and FW before installing CS3, change Owner for the Flash Player...
I am so tired on CS3 just now...[:@][:@][:@][:'(][:'(]
