ICE 20 Error in Install Sheild

i have a problem in solving ice 20 error.
the error message is
ICE20 Error Standard Dialog: 'FilesInUse' not found in Dialog table http://dartools/iceman/ice20.html Dialog
i tried importing the FileInUse dialog from other msi but my msi is not allowing it.
note: iam validating a vendor msi.
