VPN settings are found under:
Settings -> General -> Network -> VPN
You can also create a mobile profile using the apple configuration utility if your planning to push out the profile in mass.

Would you be connecting to a PC in a corporate environment? I would look to see the VPN appliance that it being used (ex. SonicWall, Juniper). Most of the manufacturers have their own VPN client for IPads now. Otherwise, find out which protocols are being used for the VPN appliance (L2TP, PPTP, or IPSec) and configure the IPad through Settings => General => Network => and VPN. Make sure you have credentials that will allow you to connect through the VPN.
