How to Partition my macOS Sierra Hard drive?

I have tried to partition my 500 GB of macOS Sierra drive using disk utility, but it failed to create the new partition. Should I go for a macOS Partition manager software?

You shouldn't have to do that.  Disk Utility supports creating partitions easily.  You have to select the device, however, and not the "Volume".  The device in my example below was called "Fusion Drive".

Working on a disk that isn't the startup disk is helpful but not always necessary.  Disk Utility now supports live resizing of partitions, and that was not always the case:
