The setting is per-user and stored in:
HKCU\Software\Helios\TextPad 4\Tips
Name: StartUp
Type: Reg_Dword
Data: 1
The above disables the tips in TextPad 4 - modify and test accordingly for your version. You will need to use Advertised Shortcut or ActiveSetup to populate this setting for all of your users.
