How to change the display language of a deployed OS?

So I am building my base OS, need to support many regions and am wanting to build a single image Windows 8.1 Enterprise with all the various language packs installed and updated, so I do not need to have over 10 capture images loaded and sync'd.   I see that using the sysprep tool, I can select a few languages.  With WDS, I just installed the languages into my image and then modded the Answer file for each region to set the display language.  I am assuming I can do a similar thing here.  

I notice that the deployed images are using an answer file saved in the Jaguar folder, which I think could be a part of the solution.

What I want to do is to modify that answer file for each region's deployment so I can use a single master image for everyone.  I searched on this, but didn't find any answers
