Do the current user, who's logged on have FULL control of ALL HKCU registry ?

Yes, by default. Keep in mind that it is just the CURRENT user hive the user has access to, not other users, or All Users.

What about "policy" keys?

"HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\"
"HKCU\Software\Policies\"
