To identify the section of the installation causing you access problems, turn on Windows Installer logging and you should see the file, folder, or subkey that is the cause of the problem.
If you are sure you have sufficient access to install and still see this error, make certian the SYSTEM account also has sufficient access as this has been reported to solve the problem.
